"Как будет осуществляться рыбалка?Летом на удочку ловить байкальского омуля будет нельзя,любительский омулевый лов будет разрешен только с ледового покрова. Поэтому если летом рыбак по счастливой случайности поймает омуля, он будет обязан его отпустить." Вот и все.Теперь все проясняется.
